PRINCIPALS

Tindale Oliver’s principals offer more than 200 years of combined experience in transportation, community planning and design, transit and public finance solutions. Their enthusiasm and insight make them uniquely qualified to lead Tindale Oliver’s employees and serve our public sector clients across the United States.

Steve Tindale, P.E., AICP

Principal/President and Chief Executive Officer

Steve offers more than 44 years of experience in planning, designing, and managing major transportation studies and public facility projects. His extensive background in city government includes serving as Director of Public Works for the City of Tampa, where he was responsible for all planning/engineering projects and the overall administration of the Public Works Department. His areas of expertise include impact fees and assessments, transportation planning, safety studies, long range planning, trip characteristic studies, traffic and parking studies, community development, and comprehensive plans. His extensive municipal experience enables him to provide global guidance and quality control for Tindale Oliver’s transportation engineering and planning projects for cities, counties, and transit systems throughout Florida. He also offers expertise in public facilities planning, capital budgeting, municipal finance, transportation planning and engineering, and project implementation.

He has a master's degree in Public Administration and Management and a bachelor's degree in Engineering from the University of South Florida and is a registered professional engineer in Florida. He is a member of the American Public Works Association, the Institute of Transportation Engineers, the Urban Traffic Engineers Council, and the American Planning Association.

Bill Ball, AICP

Principal/Vice President and Chief Operating Officer

Bill joined Tindale Oliver in 1995 as a Transportation Planner specializing in multimodal transportation planning. In 1998, he established the firm’s Transit Services team, which he led until 2009, when he was named Chief Operating Officer to oversee the firm’s daily operations, strategic planning, and business development. Under his leadership as COO, the firm has grown to 6 offices throughout the U.S., more than 80 employees, and work contracts valued at $8+ million annually. He also continues to provide leadership and guidance to the Transit Services and Multimodal Transportation Planning teams using his technical expertise in multimodal corridor and sub-area studies, short- and long-range transportation planning, congestion management, transportation cost and revenue forecasting, transit development planning, premium transit service planning, and public finance.

He holds a master’s degree in Economics from the University of South Florida and a bachelor’s degree in Economics and Political Science from Florida Southern College and is a certified professional planner (AICP) through the American Institute of Certified Planners.

Don Latkovic

Principal/Chief Financial Officer

Don has more than 40 years of financial experience, focusing on the financial management of both public and private multi-disciplinary planning and engineering firms and involving significant international activity. He specializes in acquisition due diligence, internal financial and project management systems, financial analysis and reporting, regulatory compliance, cash management, contract administration, and long-range planning. He also is responsible for financial services and reporting, human resources, and information technology management. He holds a bachelor’s degree in accounting from Robert Morris University.

Joel Rey, P.E., AICP

Principal/Vice President and Director of Transportation and Transit Solutions

Joel has been involved in transportation planning and research for the last 27 years, with particular emphasis on public transportation planning and analysis. He has managed and conducted a variety of projects related to transit development plans and transit visioning, comprehensive operations analysis, transit surveying and data collection, transit facilities/infrastructure planning and accessibility compliance, performance assessment, transit financial planning, transit market assessment, advanced public transportation systems, and bus rapid transit (BRT), among others. He also has experience with transportation impact fee development, corridor analysis, and parking planning and analysis. He has authored numerous technical reports, articles, and publications and has presented the results of his work at local, state, and national conferences.

He has a master’s degree (MSCE) and a bachelor’s degree (BSCE) in civil engineering from the University of South Florida and is a certified professional planner (AICP) through the American Institute of Certified Planners and a registered professional engineer (P.E.) in Florida.

Ginger Corless, AICP, CPRP

Principal/Director of Community Planning and Design Solutions

Having served municipal clients for more than 30 years, Ginger is a certified planner, a certified parks and recreation professional, and a public outreach specialist, landscape designer, and horticulturalist and is trained in Crime Prevention Through Environmental Design (CPTED). Deemed an expert in redevelopment by the Florida Courts, she has expertise in the establishment of community redevelopment districts, including the preparation of blight studies, redevelopment plans, and plan implementation. In addition, she has prepared community master plans, small area plans, urban design master plans, parking master plans, alternative analyses, corridor studies, transit facility design, transit-oriented development design, streetscape design, wayfinding signage master plans, logo development and branding, and form-based and land development codes and design guidelines.

As a recreation and parks professional, she has served as the lead recreational planner on numerous system master plans, trails master plans, and recreation and open space elements and has managed the design of more than 100 park projects, from sport complexes to environmental management areas. She has led award-winning public outreach programs and is known for her ability to facilitate controversial topics while building community support.

Demian Miller, AICP

Principal

Demian has 14 years of professional experience, 12 of which have been with Tindale Oliver. With his outstanding knowledge and creativity, he has consistently demonstrated the ability to develop insights and outcomes for clients throughout Florida and the U.S. This has translated to a unique ability to generate new business annually, contributing significantly to the firm’s excellent reputation. As a Principal, he will continue to work closely with all teams at Tindale Oliver in the areas of business development and creative guidance on multimodal corridor and safety-related projects.

Nilgün Kamp, AICP

Principal/Director of Public Finance and Infrastructure Planning

With 22 years of professional experience, including 12 with Tindale Oliver, Nilgün has provided excellent leadership to Tindale Oliver’s Public Finance Team, especially in the areas of impact fees, mobility fees, assessments, and infrastructure planning. With her background in economics and extensive experience in public finance and infrastructure, she has demonstrated a unique ability to provide insightful solutions for her clients at standards of the highest quality, creativity, and value. She is responsible for managing and leading the Public Finance Team as it continues to provide successful outcomes for clients in the coming years.

Nilgün has an M.A. in Economics from the University of South Florida and a Master of International Relations and Pacific Studies degree from the University of California in San Diego.

Robert E. Cursey, Jr., AICP

Principal/Director of Metropolitan Transportation Planning

Throughout his professional consulting career, Mr. Cursey has been responsible for managing and providing technical support for transportation planning projects, including all modes of travel. His expertise includes all aspects of public sector planning, primarily freight and goods movement, long-range transportation planning, sub-area studies, corridor studies, travel demand modeling, bicycle and pedestrian planning, transit studies, and roadway characteristics inventory.
